NCMA DC is honored to recognize the 2020 recipients of our prestigious Outstanding Academic Achievement Award (OAAA). Dana Molinari graduated with honors from the George Washington University Law School in May 2020, where she completed a government contracts law concentration. Dana also served as the Notes Editor for the Public Contract Law Journal (PCLJ) and participated in the Government Contracts Moot Court Competition.

While Dana was not familiar with government contracts law when she first started at GW, she developed an interest in the field while taking her first-year Contracts course with NCMA Fellow, Steve Schooner. From there, she joined the Government Contracts Law Association student club and pursued numerous opportunities in the industry, including an internship with the Office of Contracts at the New York City Human Resources Administration.

Dana will embark on her legal career as an Associate in the government contracts practice at Fox Rothschild, LLC in Washington, DC, where she served as a summer associate and legal clerk.

Justin Terry earned his Master of Laws (LLM) with highest honors from the George Washington University Law School in May 2020. He won best government brief in the GWU Law School 2019 Government Contracts Moot Court competition. Justin earned his juris doctorate degree from Syracuse University and is also an NCMA Certified Federal Contracts Manager (CFCM) and Project Management Professional (PMP).

Justin serves as Chief Operating Officer at J. Terry & Associates, Inc., where he provides acquisition, procurement, and contract management support to agencies including the Department of Defense and the Department of Homeland Security. He has supported consequential acquisition and global logistics initiatives to ensure our nation’s diplomats have what they need as they carry out our nation’s diplomacy. Justin enjoys researching and advising clients about the intricacies of the procurement regulatory regime as he helps map out procurement strategies that will satisfy the client’s requirements.

Robert York-Westbrook earned his Masters Degree in Government Contracting from George Washington University in January 2020. Since earning his degree, Robert has been inducted into the Sigma Xi Scientific Research Honors Society and the Beta Gamma Sigma International Honors Society for Business. He also had his article The Underemployment Impact of the HUBZone Employee Definition Rule published by the Federal Acquisition Institute.

Robert was recently promoted to the National Director of Human Resources for GeoControl Systems, a federal contractor in the Aerospace, Air Force, and Department of Defense procurement sector. He is responsible for developing an internal training institute for project managers to learn the basics of procurement law and completing proposals, in addition to instruction around the formation and administration of government contracts.

Robert received a Certificate of Congressional Recognition for establishing an after-school program to create employment opportunities for at-risk youth to work on engineering projects that enhanced their community.
