NCMA DC is excited to welcome Eric Lofgren, professional staff member and Seapower and Acquisition Lead for the Senate Armed Services Committee (SASC), as our speaker for the Wednesday, January 15 dinner meeting. Prior to joining the SASC, Eric created Acquisition Talk, where he published more than 1,400 blogs and 160 podcast episodes. If it matters in defense acquisition, chances are Eric has written or talked about it! This promises to be an informative and dynamic event. Please note that this meeting is subject to the Chatham House Rule and anything discussed will not be for attribution.

ABOUT OUR SPEAKER:
Eric Lofgren
is a professional staff member of the Senate Armed Services Committee (SASC), where he serves as the staff lead on the Subcommittee on Seapower. His SASC subject areas of specialization include acquisition, Navy shipyard maintenance policy, maritime issues, Navy munitions, shipbuilding programs, test and evaluation, and unmanned surface and undersea systems.
Prior to joining the SASC, Lofgren was a Research Fellow at the Center for Government Contracting within the School of Business at George Mason University where he performed research, wrote, and lead initiatives on business, policy, regulatory, and other issues in government contracting. He also managed the Acquisition Talk blog and podcast where he spoke with leading experts in the field from 2018-2023.
Prior to joining George Mason, Lofgren was a senior analyst at Technomics, Inc., supporting the Defense Department’s Cost Assessment and Program Evaluation office. There, he participated in dozens of major defense program cost estimates, led policy development the Contractor Cost Data Reporting system, supported economic studies such as for the Space Industrial Base, Better Buying Power, and uses of inflation and escalation.
Lofgren is an expert in cost estimation and defense contract business data. He has won five best paper awards at the International Cost Estimating and Analysis Association including best paper overall. He has appeared on Government Matters and published articles in Defense News and the Federal Times.
Lofgren earned his B.A. in history and economics from Virginia Polytechnic Institute and State University, and his M.A. in economics from George Mason.

ABOUT THE SPEAKER:
Michael D. Parrish is the Chief Acquisition Officer and Principal Executive Director for the Office of Acquisition, Logistics, and Construction (OALC). In this capacity, he serves as the senior advisor to the Secretary, overseeing all acquisition activities within the Department. Dr. Parrish leads a team of 17,000 acquisition professionals, manages a procurement budget of $63 billion, and oversees approximately $100 billion in major programs. He also serves as the Chairman of the Board for VA’s Acquisition Academy, which is responsible for acquisition workforce training, professional development, and career management.

Dr. Parrish has significant senior leadership experience in military, government, corporate, and non-profit organizations. Before joining the Department of Veterans Affairs, he worked as a Professor at the United States Military Academy at West Point. Dr. Parrish has served as Chairman and CEO of several publicly traded companies and as founder and CEO of multiple Service-Disabled Veteran-Owned Businesses. Dr. Parrish is a retired Colonel who served on active duty and in the U.S. Army Reserves. He is a senior Army Aviator and Army Acquisition Corps Officer and served as an Air Operations Officer during Operations Desert Storm and Provide Comfort.

Dr. Parrish graduated from the United States Military Academy with a BSME in Aerospace Engineering. He holds an MS in Aeronautical and Astronautical Engineering from Stanford University and an MBA with Honors from the Wharton School at the University of Pennsylvania. Dr. Parrish earned his Doctor of Philosophy degree in Engineering Management (artificial intelligence) from Missouri University of Science & Technology. He also graduated from The Air War College and is DAWIA Level III certified in Program Management.

Fireside Chat: Space Development Agency

NCMA DC is excited to welcome Paula S. Trimble, Policy Chief and Director of Small Business Programs at the Space Development Agency for a fireside chat at our meeting on Wednesday, October 16. The Space Development Agency (SDA) is a new Department of Defense agency, founded five years ago. SDA is delivering hundreds of satellites to low Earth orbit in support of the missile warning, missile tracking, and missile defense mission area, developing and deploying new capabilities in two year “tranches” to leverage commercially available capabilities and a spiral development approach.

Paula will discuss SDA’s unique business model, and how the agency leverages special acquisition and contracting authorities to accelerate delivery of space-based capabilities for the joint warfighter. The chat will be moderated by Jim Segelstrom, CEO of McNally Industries, LLC and Chairman of the NDIA Manufacturing Division. The event will take place at the historic Arts Club of Washington.

ABOUT THE SPEAKER:
Paula Trimble is Policy Chief and Director of Small Business Programs at the Space Development Agency in the U.S. Department of Defense. She drives policy solutions to reduce barriers in the acquisition process and enable small businesses and start-ups to work more easily with the government. She formulates and leads SDA’s congressional engagement strategies in support of the defense appropriations and authorization processes, garnering significant increases to the agency’s budget to accelerate delivery of missile tracking capabilities for the nation.

Ms. Trimble started her career as a reporter at Space News and Federal Computer Week. She served in the Department of Commerce Office of Space Commercialization, helping promote the expansion of commercial markets for GPS, satellite communications, and satellite imagery. Following that, she was an industry analyst at the Office of Commercial Space Transportation in the FAA. Ms. Trimble spent more than eight years overseeing prototyping and experimentation efforts in the DoD’s Rapid Reaction Technology Office. Most recently, she was Senior Principal at Lewis-Burke Associates LLC, leading the lobbying firm’s national security practice.

Ms. Trimble is a graduate of The Pennsylvania State University, with a B.A. in Journalism, and minor degrees in Art History and Science, Technology, and Society. She is a member of Women in Aerospace and the U.S. Air and Space Forces Association.


ABOUT THE MODERATOR:
Jim Segelstrom is the CEO of McNally Industries LLC., and Chairman of the National Defense Industry Association (NDIA)’s Manufacturing Division. He has more than 40 years of experience in manufacturing and distribution management. His last 16 years have been spent at McNally Industries where he serves as CEO. Jim was elected Chairman of the NDIA’s Manufacturing Division in 2023.

Since 1942 McNally has focused on serving the Department of Defense and DoD Primes with capabilities including design engineering, precision machining, complex assembly, and systems integration.  Jim also has responsibility for McNally's Northern Gear Pump Division, a specialty gear pump whose markets include Oil & Gas, Chemical Processing, and Specialty Coatings.

Prior to joining McNally Jim spent 25 years managing and selling process equipment, process automation and pumping systems to the Oil & Gas, Pharmaceutical, CPI, Power Generation and various fluid handling markets. Jim served these markets for both manufacturing and distribution. This blend of experience has produced a well-rounded understanding of industry and the skills and strategies needed for success.

ABOUT OUR SPEAKER:

Andrea Brandon is the Deputy Assistant Secretary (DAS) for Budget, Finance, Grants and Acquisition within the Department of Interior (DOI). As the DAS she has executive responsibility for the leadership and strategic direction of all budget, finance, financial assistance, acquisitions, property, and related business IT systems for the DOI. This portfolio comprises of more than $12 Billion in financial assistance and contract awards. She was formerly the DAS for the Office of Grants and Acquisition Policy and Accountability (OGAPA), the Senior Procurement Executive, and the Suspension and Debarment Official for the Department of Health and Human Services (DHHS).

Andrea has broad experience in risk management, audits, internal controls, information technology innovation, acquisition management, grants, and financial operations in her federal career of 34 years. She holds a bachelor’s degree in Behavioral and Social Sciences from the University of Maryland, a Master’s in Public Administration from American University and a member of the Pi Alpha Alpha Honor Society; and a Master’s in Legal Studies from Pepperdine University Caruso School of Law.


ABOUT THE MODERATOR:

Tim Cooke is the owner, President, and CEO of ASI Government, LLC. In this role, he puts his experience to work to create value for clients who leverage the marketplace to create mission essential capabilities for dozens of public sector organizations. Tim helps create, guide, and implement at-scale innovations in federal acquisition, including initiatives like performance-based acquisition, strategic sourcing, and category management. He received a Hammer Award from the Secretary of Defense for his work on acquisition reform.

Tim received his B.A. in Economics, summa cum laude, from George Mason University, and his M.A. and Ph. D. in political economy from The Johns Hopkins University. He served as an Assistant Professor of Economics at Rice University and was an Adjunct Professor at American University’s Key Executive Program for federal leaders seeking a master’s degree in public administration.

The Boot Camp Series is comprised of four-week sessions dedicated to preparing for the CCMA, CFCM, CCCM, and CPCM exams. ABOUT OUR SPEAKERS:
Jason Miller is executive editor of Federal News Network where he manages the day-to-day editorial coverage of the multi-media news organization covering the people, policies, and programs of the federal government and contractor workforces. Miller covers technology and acquisition issues with a focus on OMB, GSA, and other governmentwide issues. He has also produced several investigative news series — including on whistleblower retaliation at the SBA, the impact of the Technology Modernization Fund, and the changing role of agency CIOs.

Miller has covered the federal government market since 1998, starting as the editor of a small business newsletter, Set-Aside Alert. While at Set-Aside Alert, Miller won the 1998 Small Business Advocate of the Year – Small Business Journalist award for the Washington, D.C. region. Miller also worked at Government Computer News for seven years, starting as a reporter and moving into management as assistant managing editor for news.

Miller’s reporting has been featured in the Washington Post, on NPR, and on a host of other industry-related podcasts and publications. He contributed to several winning submissions for the Jesse H. Neal Awards, one of the longest running premier awards programs honoring business-to-business (B2B) journalism.

Miller graduated from Towson State University in Towson, Md. with a bachelor’s degree in Mass Communications and a minor in history.


Emily W. Murphy is a leading expert in government contracting and the business of government. Throughout her career, Emily has held multiple leadership roles in the federal government, including serving as Administrator of the U.S. General Services Administration. Currently, she is a Senior Fellow with the Baroni Center for Government Contracting at George Mason University Business School, where she provides thought leadership and research on procurement issues. Additionally, she consults with government contractors through her company, Government Procurement Strategies, LLC.

Emily served as the GSA Administrator from 2017 to 2021, leading a workforce of more than 11,000 federal employees, and overseeing $75 billion in annual contracts. As Administrator, Emily increased GSA’s sales from $55 billion to $75 billion, increased retained earnings by $8.2 billion, and saved customer agencies $21.6 billion. She led GSA through both the longest government shutdown in history and the COVID pandemic, each of which posed substantial challenges for federal buildings, land ports of entry, and court houses. Under her leadership, GSA had the highest customer, vendor, and employee satisfaction scores in the history of the agency.

Prior to being confirmed as Administrator, Emily served as the Senior Advisor at GSA. Emily was appointed as GSA’s first Chief Acquisition Officer from 2005 to 2007. In that role, she was responsible for more than $40 billion in acquisition programs. Emily also served at the U.S. Small Business Administration from 2004 to 2005 as the Senior Advisor for Government Contracting and Business Development, and as Acting Associate Administrator for Government Contracting.

In addition to her senior roles in the Executive Branch, Emily spent nine years serving in various procurement policy and leadership roles for the House of Representatives. She served as Counsel and Professional Staff Member to the Committee on Armed Services and also held Senior Counsel and Policy Director roles for the Committee on Small Business. During her tenure with Congress, Emily drafted numerous contracting reform provisions that ultimately became law.

Emily is a graduate of the University of Virginia School of Law and Smith College. She is a member of the Young Presidents Organization, the Economic Club of Washington DC, and the Chief Executives Organization.

ABOUT OUR SPEAKER:

Christine Harada is a senior advisor in the Office of Management and Budget (OMB) Office of Federal Procurement Policy (OFPP). Harada joined OFPP in July 2023 after serving as Executive Director of the Federal Permitting Improvement Steering Council. As Director, Harada assisted in managing a portfolio of nearly $100 billion in large-scale infrastructure projects—most of which are renewable energy, coastal restoration, and electricity transmission projects.
Harada has more than 25 years of leadership experience in the public and private sectors. She was the Vice President for Government Affairs at Heliogen, a California-based renewable energy technology company. Harada also served as the President of i(x) investments, a company focused on impact-driven investments in critical sustainability initiatives, and was a Partner with Ridge-Lane Limited Partners, an advisory firm of experts in private sector innovation, investment capital, and government policy.
As the former Federal Chief Sustainability Officer under President Barack Obama, Harada oversaw all federal sustainability-related initiatives in energy, vehicle fleets, and acquisitions. She also served as the Acting Chief of Staff, the Associate Administrator of Government-wide Policy, and Chief Acquisition Officer at the U.S. General Services Administration.
Harada holds a master's degree in international studies from the University of Pennsylvania (Penn) and an MBA in finance from the Wharton School at Penn. Additionally, she has a master's degree from Stanford University and a bachelor's degree from the Massachusetts Institute of Technology in aeronautics and astronautics.

The CCMA is an entry-level certification based on the Contract Management Standard (CMS)™ designed to assure new professionals and decision-makers that the right knowledge has been achieved to practice contract management.

The CCMA is awarded to those who meet education, training, and/or experience requirements and who demonstrate knowledge of the CMS. It is intended as a stepping stone to higher level NCMA certifications. To be eligible for the CCMA, you should have a Bachelor’s degree from a regionally accredited institution, at least one (1) year of work experience , and training equivalent to 40 CPE credits.

The Contract Management Standard, Third Edition is required for the Course.

April Dinner Meeting: Emerging Issues in the Federal Supply Chain

COVID brought home the need to address the security of the nation's supply chain. Global conflicts, criminal and nation state actors, and more are challenging the supply chain. Congress and the Executive Branch have taken steps to address these challenges. On April 1, the FAR Council announced they would be amending the Federal Acquisition Regulation (FAR) to add the framework for a new FAR part (Part 40) on information security and supply chain security. NCMA DC is excited to welcome Susan Warshaw Ebner, a partner in Stinson LLP, on Wednesday, April 17 for a discussion of these supply chain challenges and steps being taken to address them.

She has vast experience counseling and representing large and small businesses, nonprofits and consortiums on a broad spectrum of complex and emerging issues in government contracts, grants and agreements.

In addition to private practice, Ms. Ebner has served as counsel in government and industry.  In government, she was a trial attorney in the Department of the Navy Office of the General Counsel, Litigation Office, where she represented the Navy and the Department of Defense, where she handled complex litigation and dispute resolution. She subsequently served as Special Assistant United States Attorney in Norris v. Lehman, et al. Ms. Ebner also held positions as in-house counsel for ten years, first at Cincinnati Bell Inc. and its spin-off Convergys Corp., and later NCR.

Ms. Ebner currently serves as a Director of The Procurement Round Table, a Fellow of the ABA Public Contract Law Section (PCLS), a Fellow of the American Bar Foundation, and Co-Chair of the National Defense Industrial Association’s (NDIA's) Cyber Legal Regulatory Policy Committee.  She previously served as Chair of the ABA PCLS, as President of the Boards of Contract Appeals Bar Association, as National President of Women in Defense, as a member of the Board of Directors of the NDIA, and past Chair, DC Bar Government Contracts & Litigation Section. Ms. Ebner also previously served as a member of the U.S. Court of Federal Claims Advisory Council.

Ms. Ebner attended Cornell University, where she earned her J.D. from Cornell Law School and B.A. from the College of Arts and Sciences.

ABOUT THE SPEAKER:
Charlotte Phelan serves as the Assistant Commissioner for the Office of Strategy and Innovation. She directs FAS strategic business planning and is partnering across the agency to improve FAS’ data analytics, governance, and systems modernization, particularly in GSA’s efforts to support governmentwide category management.

Ms. Phelan is the executive sponsor for FAS’ Federal Marketplace strategy, an effort that brings together policy, process, and technology to improve the buying and selling experience for agencies and suppliers of products and services. This effort includes delivering a digital presence to support the improvements.

Before joining GSA, Ms. Phelan served as the Director for Naval Research and Development Establishment (NR&DE) with the Department of the Navy. In that role she worked on issues associated with the NR&DE technical workforce, technical capabilities, infrastructure, budgets, policies, authorities, and initiatives.

Ms. Phelan has a B.S. in Information Technology and an M.S. in Information Technology with a concentration in Security, Assurance, and Digital Forensics.

ABOUT OUR SPEAKERS:

Bijan Mansoury currently serves as an Assistant Director in the Acquisition Services Branch within the Division of Administration at the Federal Deposit Insurance Corporation (FDIC). He brings with him over 15 years of extensive experience in various federal government roles, including positions at the Department of Health and Human Services and the Department of Transportation.

Prior to assuming his role at FDIC, Bijan served as the Director of Office of Acquisition Services at the Federal Railroad Administration, where he led initiatives to manage and categorize the Department of Transportation's substantial $2 billion professional services requirements.

Bijan holds a Doctorate in Business Administration with a specific emphasis on resource management from the University of Liverpool. Additionally, he has an MBA from the University of Maryland Global Campus.


Shanna Webbers is the Deputy Director, Acquisition Services Branch within the Division of Administration at the Federal Deposit Insurance Corporation (FDIC).  She is a strong proponent of innovation, seeking new and better ways to meet the changing requirements in federal acquisition.  She provides executive leadership and direction on all matters relating to the planning, direction, coordination and control of Procurement programs at the FDIC.

Prior to joining the FDIC in March 2022, Shanna was the Chief Procurement Officer at the IRS, overseeing annual obligations of $3.3B and over 440 procurement personnel.  Shanna also served as the acting Senior Procurement Executive for Treasury from October 2018 - March 2019, where she oversaw procurement operations with annual contract obligations valued at over $4.6B.  Shanna spent most of her 30-year federal career working throughout the DoD, including the Office of the Secretary Defense, Secretary of the Navy, U.S. Marine Corps and Defense Logistics Agency. 

Shanna is on the Board of Directors at the National Contract Management Association (NCMA). She holds a Bachelor of Science degree from East Carolina University, a Master of Science degree from Central Michigan University and a Master of Science degree in National Resource Strategy from the National Defense University.

ABOUT OUR PANEL:

Gordon Bitko is ITI’s Executive Vice President of Policy, leading the association’s public sector portfolio and serving as the chief policy strategist for the technology industry in the government and public sector market. Bitko joined ITI in 2019 from the Federal Bureau of Investigation (FBI). During his tenure, he served as the Chief Information Officer and oversaw key FBI innovation programs. He led the re-organization of FBI Information Technology personnel and resources to a more functional and service-oriented model.

Bitko was with RAND Corporation from 2002-2007, as a policy analyst and doctoral fellow. He began his career with Motorola and two private sector startups. He has a BS in Engineering from Princeton; MS in Mechanical Engineering from University of California, Berkeley; an MBA from Arizona State University; and a PhD from the Pardee RAND Graduate School.


Stephanie Sanok Kostro is Executive Vice President for Policy at the Professional Services Council (PSC). With more than 25 years of experience in federal government and industry, she leads a strong policy team that is committed to advocating for and supporting productive collaboration between the U.S. government and government services industry. Previous positions have included Principal at a small strategic advisory firm (2015-2021), Senior Fellow and Director of the Homeland Security and Counterterrorism Program at the Center for Strategic and International Studies (2010-2015), contractor at U.S. Embassy Baghdad (2008-2009), senior Professional Staff Member and Policy Director on the House of Representatives Armed Services Committee (2005-2008), and civil servant at the Pentagon (1998-2005). Ms. Kostro holds a master’s degree in public policy from Harvard University’s John F. Kennedy School of Government and a bachelor’s degree in communication from Cornell University.


Stan Soloway is the CEO of Celero Strategies, a full-service growth and strategic consultancy focused on the federal market. Prior to founding Celero in 2016, Soloway spent 15 years as the President and CEO of the Professional Services Council. Prior to PSC, he was the Deputy Undersecretary of Defense and Director of Defense Reform and was awarded the Secretary of Defense Medals for Distinguished and Exceptional Public Service. Soloway is a member of the Defense Business Board, a fellow and Vice Chairman of the National Academy of Public Administration, and a Fellow and member of the Board of Advisors of NCMA. He is a four-time winner of the Fed100 Award, received the Consumer Electronics Show/Government Technology Leadership Award, and was the Government Computer News Technology Executive of the Year.

Congressman Don Beyer is serving his fifth term as the U.S. Representative from Virginia’s 8th District, representing Arlington, Alexandria, Falls Church, and parts of Fairfax County. He serves on Congress' Joint Economic Committee and the House Committee on Ways and Means. 

Congressman Beyer is currently a part-time student at George Mason University pursuing a graduate degree in computer science with emphasis on machine learning.


Quentin McCoy serves as the Head of Contracting Activity for the Chief Digital and Artificial Intelligence Officer.  A 2023 GOVEXEC FED 100 Awardee, Mr. McCoy also served at Head of Contracting Activity for U.S. Cyber Command and Deputy Division Chief (Contracting) for the Defense Intelligence Agency.

Her work included direct oversight of all procurement operations, including over 1,500 procurement professionals providing contracting services to DHS components, organizations, and offices. The DHS procurement portfolio exceeded $25 billion per year and consisted of the acquisition of a variety of services and products, including information technology, research and development, construction, law enforcement, and professional, consulting, and advisory services.

Soraya is recognized as a transformational leader who designed several programs at DHS, including the Procurement Innovation Lab (PIL), that were adopted by other federal agencies to improve business processes and support the continued development and growth of the acquisition workforce. She has received many awards from government and industry for her accomplishments.

ABOUT THE SPEAKER:

Keith J. O’Neill currently serves as the Head of Contracting Activity (HCA) for the United States Coast Guard. In this capacity, he has responsibility for all contracting functions within the agency, including functional responsibility for over 500 civilian and military personnel throughout the United States and abroad. The U.S. Coast Guard spends approximately $3.5 billion each year through more than 40,000 procurement transactions.

Mr. O’Neill has more than 25 years of accomplished acquisition experience with expertise in the areas of contract operations, procurement policy, small business advocacy and leadership. Prior to his current position, Mr. O’Neill served at the Department of Interior, the National Transportation Safety Board, the Department of Transportation, and the United States Post Office.

Mr. O’Neill holds a Bachelor of Science Degree in Economics from George Mason University and a Master of Business Administration Degree from George Washington University. He maintains a Level 3 Federal Acquisition Certification in Contracting.

The CFCM designation is based on the Certified Federal Contract Manager Study Guide, 4th Edition and is one of NCMA’s prestigious certification. The CFCM requires an undergraduate degree, 80 CPE hours, and a minimum of TWO years of work experience in the contract management (or related) field.

The Certified Federal Contract Manager Study Guide - 4th Edition is required for this course. Students are responsible for procuring their own copy.

William (Will) Roberts, the first Chief of Acquisition for the Department of Defense (DoD) Joint Artificial Intelligence Center (JAIC), recently joined the ASI team as Director of Acquisition Solutions for Technology. Will led the way for DoD's acquisition of the infrastructure, including several needed contracts, to promote adoption of at scale Artificial intelligence (AI) and machine learning (ML) solutions. These technologies are poised to fundamentally change every domain and use case that they touch, including the world of government work and the experience of citizens as they interact with service providers. Will is a member of the ABA and Florida Bar as of 2011, receiving his law degree from Stetson University College of Law.

ABOUT OUR PANELISTS:

Soraya Correa retired from government service in 2021 after a distinguished career, most recently serving as the DHS Chief Procurement Officer and Senior Procurement Executive. Prior to that, Soraya served in senior leadership positions at U.S. Citizenship and Immigration Services (USCIS), the Naval Sea Systems Command, GSA, and NASA. She is now the Principal at Soraya Correa & Associates, LLC.

Cathleen Pearl is the Chief Impact Officer of the Military Women’s Memorial in Arlington, VA. She served for more than a decade in the United States Navy and Air National Guard. After leaving the military, Cathleen has served in numerous advocacy roles, including with The National Guard Association of the United States, the National Defense University Foundation, and Got Your 6.

Shanna Webbers is the Deputy Director of Acquisition Services for the FDIC. Prior to joining FDIC, she was the Chief Procurement Officer for the Internal Revenue Service (IRS). Shanna also spent five years in the Office of the Secretary of Defense as the Director of Operational Contract Support, Policy, and Execution. She is the recipient of numerous performance awards, most notably the Outstanding Civilian Service Award, Global War on Terrorism medal, and the NATO medal.

Nina Ferraro is the Deputy Chief Procurement Officer for DHS. In this role, she manages the Department’s Procurement Line of Business, which spans nine operational procurement activities. Previously, Ferraro spent nearly three years as a senior procurement executive at the Office of Personnel Management and was director of the Federal Protective Service Acquisitions Division for eight years.

NCMA DC is pleased to announce the Spring 2023 session of its Certified Contract Management Associate (CCMA) Study Group. The CCMA provides a strong steppingstone for those new to the contract management profession and sets you off on a powerful professional journey. Classes will be held virtually via MS Teams and led by Dr. Jayati Sendasgupta. Classes will take place from 5:30 PM - 7:30 PM on Tuesday evenings from February 28, 2023- March 28, 2023. As always, the class is free to NCMA members. Non-members may also participate for a nominal fee.

The CCMA is awarded to those who meet education, training, and/or experience requirements and who demonstrate knowledge of the Contract Management Standard (CMS). The NCMA DC Chapter is thrilled to kick off our new Technology Acquisition Series, which will cover critical topics in this rapidly evolving discipline each month. We are honored to welcome Mr. Ed Keller, Director of Contracting for the U.S. Air Force Rapid Capabilities Office, as our first speaker! The virtual meeting will be held via Zoom on Thursday, February 23 from 12:15-1:00pm Eastern.

ABOUT OUR SPEAKER: D. Edward Keller Jr. is Director of Contracting for the Department of the Air Force Rapid Capabilities Office (RCO) and a member of the Senior Executive Service. Alongside the director, he directs contracting activities executing $4 billion a year for selected study, development, and fielding activities involving 40 programs tasked directly by the Under Secretary of Defense for Acquisition and Sustainment, the Secretary of the Air Force, and the Chief of Staff of the Air Force.

Additionally, Mr. Keller is Director of Contracting, Air Force Special Access Programs (SAP). He is responsible for oversight and support of the Air Force SAP and Classified Contracting portfolio at Headquarters Air Force level valued at greater than $40 billion and senior level advocacy and training for 650 military and civilian acquisition professionals. He is the senior adviser to the Service Acquisition Executive on acquisition strategy, execution and policy and procedures for classified and SAP contracting.

ABOUT OUR SPEAKER: Michael G. Gruden is a counsel at Crowell & Moring, where he is a member of the firm’s Government Contracts and Privacy and Cybersecurity groups. He possesses real-world experience in the areas of federal procurement and data security, having worked as a Contracting Officer at both the Department of Defense and the Department of Homeland Security (DHS) in the IT, R&D, and Security sectors for nearly 15 years. Michael is a Certified Information Privacy Professional with a U.S. government concentration (CIPP/G). He is also a Registered Practitioner under the CMMC framework. Michael serves as vice-chair for the American Bar Association’s Science & Technology Section's Homeland Security Committee.

ABOUT OUR SPEAKER: According to FCW, “[Polly] Hall has had a profound influence on one of DHS’ most powerful internal forces for cultural change — the Procurement Innovation Lab. That “safe space” seeks to transform the agency’s acquisition culture by allowing contracting officers to test new procurement models and take risks on innovative ideas.”

Hall lead the DHS Procurement Innovation Lab (PIL) for close to five years. In FY20, the PIL awarded 37 project valued at $2.9B. The average time to award was only four months and cost savings exceeded $265M. She now serves as the Senior Advisor to the Chief Procurement Officer. She is a recipient of the Federal 100 award, among other honors.
