Former NCMA DC Chapter President Allie Leslie Named NCMA Fellow
NCMA DC is ecstatic to announce that former Chapter President Althea (Allie) Coetzee Leslie has been selected as an NCMA Fellow! The NCMA Fellow Award is one of the highest and most prestigious individual awards for service to NCMA and the Contracting Community. This award recognizes NCMA members who have made significant contributions to the advancement of both the profession and the NCMA community based on a set of criteria for determination.
It is hard to think of a more qualified recipient than Allie. She graduated from the U.S. Naval Academy and served in uniform for over 36 years before retiring as a 2-Star Rear Admiral. In her time at the Navy, Allie served in a variety of acquisition leadership positions at the Pentagon. These included Acting Deputy Assistant Secretary of the Navy (Expeditionary Programs and Logistics Management); Executive Director, Deputy Assistant Secretary of the Navy (Acquisition & Procurement); Acting Director, Defense Procurement and Acquisition Policy; Commander, U.S. Central Command Theater Support Contracting Command; and Chief of Staff to the Under Secretary of Defense for Acquisition, Technology and Logistics (AT&L).
In 2017, Allie was confirmed by the U.S. Senate to serve as Deputy Administrator in the U.S. Small Business Administration. In this capacity, she championed the causes of entrepreneurs and small business owners optimizing the SBA’s resources to start and grow small businesses. Later, leveraging a lifetime of diverse personal and professional experiences, Allie started a consulting firm to deliver strategic solutions.
Allie has served as Vice President of Programs and President of the Washington DC Chapter of NCMA and continues as an advisor to the Chapter. She is a Director of the Procurement Round Table and chair of its Acquisition Workforce Committee. She is an advisor to the acquisition community and a frequent speaker on acquisition, contracting and small business affairs.
Allie received her MBA from National University, where she was awarded the American Jurisprudence Award. She has been a member of NCMA since 1989.
