2025 NCMA DC Appreciation Award - Todd Schwartz, CFCM

Todd Schwartz is originally from San Antonio, Texas. He got his undergraduate degree from the University of Texas at Austin and his law degree from Southern Methodist University. Todd is currently completing his LLM in Government Procurement from the George Washington University School of Law.

Todd began his career at the Department of Defense as a Contract Administrator with the Air Force Logistics Command at Lackland AFB and then with the Defense Contract Management Agency (DCMA) before joining the Naval Air Systems Command focusing on the F-35 Program. Since 2019, he has served as a Senior Contract Administrator at the Naval Research Laboratory (NRL).

In 2010 Todd Schwartz attended his first NCMA DC meeting seeking to learn about the field and its professionalism and was soon invited to become our VP, Operations. From there, Todd was elected as Chapter Treasurer, a position he has held for several years.

NCMA DC has been blessed with some absolutely terrific Treasurers and Todd is definitely one of them. He is discerning, resourceful, and unapologetically tight-fisted, while at the same time visionary and big-picture oriented. When the Chapter suddenly lost its primary source of income-dinner meetings-during the pandemic, Todd was instrumental in ensuring we had sufficient financial resources to continue serving our membership.

Todd also adds value to NCMA DC as a member of the Executive Committee (EXCOM). He acts as a grounding force within the group and plays an excellent devil's advocate. Observing the process of EXCOM decision-making over his years it seems everyone looks to Todd after the debate and, almost inevitably, the team ends up doing what Todd thinks best.

2025 NCMA DC Appreciation Award - Thomas Sharpe, CPCM, Fellow

A Pennsylvania native, Thomas (Tom) Sharpe became, and remains, a leading federal procurement and contracting expert in Washington DC and throughout the world.

Tom earned his undergraduate degree from the University of Scranton, followed by an MBA from Marywood University. After graduating, he joined the IBM Business Consulting group and later entered government service. He retired as Commissioner of GSA's Federal Acquisition Service (FAS), one of the most powerful positions in the federal government procurement. Tom also served eight years as the Senior Procurement Executive at Treasury.

Tom has been an advocate, speaker, panelist, advisor, and mentor for many NCMA and industry groups. His expertise on subjects from Spend Management, Category Management, and many more has helped develop and support many young professionals and emerging acquisition concepts.

We could not tally the times Tom has stepped up for NCMA DC – but we do want to highlight one very special contribution. In the very earliest days of the COVID crisis, our Chapter President resigned abruptly. We were left leaderless at the same time COVID completely decimated our operating routines of some 50 years.

When asked, Tom Sharpe took on the Presidency for the next two and a half years. He stabilized our finances, enlisted sponsors, recruited top-tier speakers, and introduced a monthly Zoom meeting format. The virtual events drew participants from all over, including Europe and Hawaii, allowing the Chapter to serve the larger contracting community. Other NCMA Chapters embraced this model as a way to survive. Tom continues to be an important presence for NCMA DC. He is a valued mentor, peer, and friend to all on the Executive Committee.
